PHNOM PENH — In a joint effort to end repeated delays in the planned genocide trial of Khmer Rouge leaders, the United Nations plans to establish a permanent administrative office next month in Cambodia, the head of the Cambodian team working on the trial said Friday.

Sean Visoth, director of the office of administration for the Khmer Rouge trial, said his U.N. counterpart Michelle Lee, newly appointed deputy director of the office of administration who is now in Cambodia, will return in January to set up a U.N. permanent office.
